Nairobi City County Deputy Governor and Acting Governor, H.E Ann Kananu  signed the Nairobi City County Public Nuisance Act 2021 into law. For those at the back wondering what this act is all about, let me give you some insight.

First things first, we have already established that it is a law – and laws are meant to govern us right? Failure to adhere to them ultimately leads to a form of punishment as provided in the Act. The public nuisance law, therefore, states that the following is unlawful;

  • Urinating in places that are not  washrooms.
  • Blowing the nose without a handkerchief or tissue paper in Nairobi, you risk being fined anything between 10,000 – 500,000. Or an imprisonment between 6 – 12 months.
  • Spitting on the streets.
  • Sleeping in kitchens or food stores.
  • Discharge of dirty water, sewer or effluent into streets or water channels.
  • As well as discharge of oils into roads or water channels.
  • If trees and hedges in homes or workplaces causes obstruction of footpaths and streets.
  • Prohibits playing loud music. 
  • Prohibits smoking in undesignated areas.
  • Riding motorcycles or driving on footpaths is unlawful.
  • If your animal or pet defecates on the road and you fail to clean up, you risk facing imprisonment or receive a fine.

Well it’s is about time someone has voiced out and called out some of these bad behaviors. I hope, however, that this law will not fail due to a lack of follow-ups and proper implementation strategies.

My final take is that 90% of us have come across the word ‘bad manners’ and I believe we have an understanding of what it means. Therefore, do we really need laws to outline wrong from right?
